KIDS of El Paso County, Inc. officials filed a rebuttal late Thursday to a state agency's investigation that alleged client abuse, KIDS public relations director *** said. Lawyer *** of Austin filed the rebuttal by 5 p.m., but officials in El Paso will not know specific contents until they receive a version today. The Texas Commission on Alcohol and Drug Abuse has been investigating the KIDS rehabilitation program.
