In May 1989, a 51-year-old social worker explored employment as an Assistant Director at the soon to open KIDS program in Salt Lake City. She learned about the position in the SaltLake Tribune newspaper. After a 2.5 day observational interview at the KIDS program in New Jersey, she composed what is now known as "The Barbero Report" about her significant concerns.
